Err....the High Council exists with the coming of United Kingdom of Santharia. Would the HEC exist alonside this or would the elves choose to disolve the HEC and merge it with this organisation?

I would imagine that it would be kept, as I think of Santharia as a sort of United Nations of the Races, where yes they all have their own representative, but they will often still govern their own race.  Maybe there is a time in history though, when complete control is given over to the humans, but I don't see this happening for quite some time.
