Well, somebody said somewhere (;)  ) that at least 100 years of peace are needed to build up (again) the Big Library. There could be well a standstill inbetween the steps you proposed.

100 years seem too much for me, since Germany was rebuilt fafter WW2 in 20 years and most of the world monuments were built in less time as long as cash would flow. I 'd propose 50-70 years.
In either case, Ithere is no special reason to keep a timeline or to favour a sequence of events, so anything is possible. ;)

I don't know, if you can compare Germany after 1945 to medieval times, I have to look into that. But some European cathrdreals needed well over 100 years till they were finished. Don't know, if this was just out of lack of money.
Well, let us postpone this for August, my thoughts are currently elsewhere.
