Haven't mages grown weaker as time has gone on? I mean, I know the life magic school (of the brownies) doesn't have anyone currently capable of casting higher level spells, and all.
Um, plate armor would protect you from the lightning. Electricity runs down the outside of things, which is the path of least resistance. That's why you're safe in a car during a thunderstorm. Also, people may or may not even be in contact with the metal, because of all of the padding (leather, etc) that is worn underneath the armor. Yes, a full suit of armor would probably stop a lightning bolt from harming a person.
Does it remain long? Because if it just remains for a short tiome, then it should be here. If it lasts forever until a death, then it goes in the bestiary. Tarq, elementals don't seem to me to belong in the bestiary. If not here, then in Misc.
Just reviewed the entry. I guess it would sort of fit as a creature. So I was wrong. But its still hard to place.
Well, ya know how when lightning strikes sand, or carbon dust, or even some rock? It hits, and then there is a trail of glass beneath the surface where the lightning travelled and melted the material. That seems like it could have powerful reagent possibilities. Possibly holding the core of lightning glass into the air, muttering a few words, and raising the quartz crystal with the other hand? This only helps if you are able to already form the stormclouds, or if there are already clouds such as these overhead.
