Hmmm,... reading through it again I have a bit of a problem with the usage system. It sounds very limiting and similar to wizardy levels, however the power of clerical magic is that you cannot learn to master a certain level you have to believe in it. So at the right time at the right place even an apprentice of Nethor would be able to heal a person at the brink of death. (though I guess that there will be always a limiting of teaching the rituals to someone lesser in ranks)

I understand that this should be for the RPG-players but Imo the system should be described as if it would work in the actual world.

The fixed system is also a problem when you think about the different temples, it sounds unlikely that they abandon their century-long tradition to agree on one fixed hierachy instead every temple would teach what it knows its way.

My 2 cents at that point.

We can look at it like this.  The gods draw power from the people who worship them.  The more people they have believeing in them, the more power they gain.  When a cleric casts a spell, the deity is using the cleric as a receptacle for power in order to promote his or her faith.  Probably what would be the best thing is going through all the gods and deciding what their clerics will be like and what spells would most likely be cast.  It would be some work, but it would not be hard.  Mayhaps divide the work up amoungst a group and have each person incharge with a few gods.  They send you back the info they make and you revise it and get it up.

These are just thoughts and it is in my hope that you find just a few of them helpful.  If you do need help I am willing to do some work ;)

As for your Comments, Vrior:
What you speak of is kind of done aready.
In the first part of the clerical listing on the site, it lists all 12 gods of the Avaria, what their clerics' goals should be and the types of blessings they have been known to use.
As for the Faith thing.
I always assumed Clerics to be the tools of the gods, and what is the point of being a cleric other than to spread the faith?
However, the way you look at it is very Christian. I am trying to avoid religious stereotypes here; I don't want people to force religions upon one another, and the concept of believing in a god to get the powers is just... well, obscene. But that's on a Character basis, so I'll have to control that at the RP boards.

So yeah.
I really appreciate all the input you all are giving, it's making this work so much better!

From what I see from my read is pretty good. Only two minor qualms.

A) Was this written from a cleric's view on magic? Because, if written by an elemental magi, the views on how clerical magic actually works would clash. Meaning, the magi believe that it is just the massive amount of willpower in causing something to happen that controls divine magic, whereas the clerics do indeed believe if it is from the Gods. Possibly mention the other possibility, as it seems this is the cleric's eye view of the magic.

B)

This makes it sound like D&D or something. I'm sure that clerical magic, which has no source of energy other than faith, would actually have a limit on the amount of invocations available to a certain level mage? Or did you mean something else by this?
