Question is, in what context would they use their language? With some luck you won't need the language other than to get some system into your names and stuff.
Hobbits are using Tharanian for everyday talk I guessed though it would give them more depths to do not.

With the Hobbits having little interest in activities outside their shires I was wondering if they needed their own language as even if they did use Tharanian for everyday talk would it not be different than the basic Tharanian of the Big Folk as with it being a "living" language which would be continuely evolving and changing (like English for instance in RL) would itnot have evolved differently with out the interaction of the other Races and Tribes?

As you had stated at one point, Leggie, the Hobbits are to be seen as the Children of the World.  The idea of them looking like children and being simple like children was menat to make them endearing. Whihc you have done, by the way.
So giving them a language may make them too independent.
However, like a naming system or certain phrases, sure, I don't see a problem with a slight deviation. But be wary, as an entire deviation may ruin it.
We want them to be little humans, not giant brownies.

hmmm you know when you geuninly don't have a thought either way?

One observation though - Tolkien had his halflings always talk Common, despite the fact that they had no contact with humans.

My Idea for the Hobbits is for them to be independant and NOT simple or else they would not be able to work the wood and Granite like they do. They do however have a simple outlook on life and love to party. I do see your point om the language so I will scratch that Idea.
