Okay, to get this somewhat more together.
The War can take place at any point of history since 400 a.S.(later date is possible as Aca-Santerra is then a developed 'Big Bad Man' and Loreney has constant trade with R'unor (see according entries)).
I thought it up this way:
(Once upon the time...
)
There was a Civil war in Loreney. R'unor was supporting the government, Aca-Santerra the rebels (I would think a faction of Ex-nomadic tribes).
Finally Aca-Santerra decides that it is time to change things there and sends a fleet of ships and a relative big army to Erkandir, the capital of Loreney.
The garrison there was already weakened and the city surrendered without a big fight to the Santerran force. The army even imprisoned the royal family of Loreney and soon controlled the whole city.
But a R'unorian fleet was already approaching either they detected the Santerran fleet and wanted to intercept it or it was sent to Loreney to help the government they find Erkandir in the hands of Aca-Santerra. The demands of the R'unorian fleet to withdraw and free the King are denied by the commander of the Santerran Fleet which is smaller but has a considerable army in their back.
The Fleets engage and the Santerran one is overwhelmed, the army within the walls however keeps fighting and R'unor bombards the garrisons and the ports to land their own troops.
The Santerran army is driven out but has enough time to plunder the granaries.
So this is the situation shortly before the war. R'unor was able to free he king but a supplied and good equipped Santerran army made it into the backlands to support the rebels(a force that should fight there till the very end of the war).
Representatives of both sides meet at an uninhabitanted island at the edge of Aca-Santerra's and R'unor's sphere of influence. Both sides argue about the situation and something goes terribly wrong and both sides return home with a Declaration of War.
=>BIG MESS
Aca-Santerra developed several special weapons to counter the 'weird' weapons with which the R'unorians normally fought.
The "Firecloud": A special burning shell for catapult that breaks in the air releasing a cloud of burning tar-pearls that stick to the armor of the Lurkers then slowly burning into it or just killing its rider. Was used by the Santerran navy to get rid off those air attacks but also proofed to be a terrible weapon against R'unorian ships imflaming their sails or during siege either imflaming a whole city by these uncontrollable sparks or wounding attacking soldiers.
But, of course, was very wind depending.
Was also used by Aca-Santerra in other wars and against other foes.
"Iron Crossbows": While Ballistas where known to Aca-Santerra before they developed special crossbows that could be carried by one or two men onfoot and that could pierce the skin of a Lurker and were quite precise.
Later in the war these two 'inventions' made the Lurkers useless as a weapon as the losses were increasing dramatically and any attack by Lurkers on ships or ground units a suicide run.
Still, in many other areas Aca-Santerra could not catch up with R'unor and still needed its advantage in numbers to outmaneuver and fight them.

Wanting airships? Just come on down to Quel'tra'loh! We specialize on magical forms of flying transportation. Warships, transpots, or even merchant ships, we have them all.
I should probably explain my concept of airships to you. (Partly Art's, partly Terry Brooks') Just look at the Corloth thread in a bit.

Hey, it's not my fault! It was actually Art's idea!!! But perhaps some R'unorian zepplin builders could come over for a few tips of the trade, and then they'd be even more powerful. Perhaps Quel'tra'loh's people could teach some of R'unor's mages about the process by which airships are enchanted. Though they would only give away some of the simpler tricks of the trade, of course. (Does R'unor have a powerful mage-guild???)

Still, both of you, be careful that these ships don't become too powerful. Xenos, I thought most airships are for Scouting and Airsupport only?
BTW: Xenos, what do you think about the start of the R'unorian/Santerran War?

hmmm, I think your ideas were quite apropriate and your correct about the airsuport/scouting of most r'unorian airships, these models here are the modern versions. you would have had to deal with observer and command ship classes only.
