Here is a heirarchy as far as I have it.

12 Councillors - elected by popular vote. Although most of the clout somes from the people living in the area, people outside have some say in it too. The Skylord and council appoint people as possible candidates: they must be intimately familiar with the area and its people, and be adept at governing.

Each of these 12 represents a different area. 3 - Heartland Valley; 3 - Inner Lands; 3 - Rim; 3 - Fringes (North and South Isles and Teardrop Isles)
3 Governers (Under each councillor)
Each manages a different aspect(s) of their area. (Examples: nature, magic, human works, citizens, etc. These areas can vary from area to area. In some, a governer to manage the ports may be more important than one to make sure that te merchants don't get out of hand.) Any of the governers or the Councillor can appoint other Adjunct Governers to other areas of importance.
Local Governers - There are local governers who report to the Governers and Councillors. Each Local Governer is responsible for a certain town or farm area, and some are even in charge of things like parks, or other important features like that.
A second branch of government are the guilds. They report not to a councillor, or governer, but to the Council and Skylord through their own heirarchy:

(A note: the names in here are just very short descriptions. I suppose I will eventually make final names, but only when I think of them, or when I am done ironing out the government system.)

High Guilds - There are three high guilds. They report to the Skylord and council. Sitting on each of these guilds are Members of each of the guild levels just below them. Examples: Magic, Tradesmen, Craftsmen

Major Guilds - These guilds each fall under the jurisdiction of one of the High Guilds. Example: Under the Craftsmen guild, there would be some such as Carpenters, Smiths, etc.

Minor Guilds - These guilds are each under one of the Major guilds. Example: Under Carpenters, there could be people who only build furniture, or only toys.

Rogue Guilds - Although the name implies that they are guilds not sanctioned by the government, the Rogue Guilds are actually guilds without enough people to count as any of the Major Guilds, but with enough importance to be given more power than the Minor Guilds.

Sounds like a nice concept, Stormcrow:)  Hopefully you find the time to finish it, so that we can have Qel'tra'loh as a whole up within the next millenium... :lol
