There are possible explanations, but I don't think that a king would even THINK of giving the honor of being a paladin knight to a thief as a punsihment, it would be an insult to the system and ediquette of honor and respect to noble knights and politician knights.

Clurion, I think you're fine asking for the title of Hero(-ic, maybe?) White Knight, so long as you describe the connection you have with the Order:
--Who found you?  Who made first contact, you or the Order?
--What special qualities do you posess that identified you as a good candidate?
--How did you prove yourself to become a squire?
--I think you have a good idea, stating you're a squire at 17 (it fits better with the human life span, since 17 is still a bit young to be knighted).  Nonetheless, a young man of 17 years may achieve some notoriety in the Order, which would advance him swiftly through the ranks, and thus win him the honor of being a full-fledged knight at his young age.

I think your concept is fine, just fill in the details explaining how you got to where you are!
