I've used 'quay' ('a structure on the shore of a harbour where ships may dock'), because I imagined that the ship is docked right at the edge of the land area of the harbour.
If by 'pier' you mean "a structure built out into the water, where a ship may dock" (the difference to a quay being that under a pier, water is flowing, while under a quay there is solid ground) I didn't imagine there to be a pier. I'm sorry if that's inconsistent with other posts? It's no problem to change a detail or two if necessary.
Anyway, a land-rat like Lili may not know the difference ...

Actually Lili, I believe there are both and yes, you are correct in assuming that a ship back in those times would be anchored near the shore, therefore "quay" would be the correct term.

Personally I'll write my post under the assumption it's a low pier, rather than a tall one, that way one could still reach down and touch the water easily enough.

It could. But according to your previous post, it extends really far out into the sea, to the length that the entire length of the keel of the ship fits running lengthwise down it.
