Haha-- more or less. Just keep in mind that it'll be difficult to move anything with great celerity through any of water's properties, at least at mid- and lower levels.

Would it be acceptable to say that you have to make some of it want to move less than the rest? Then the stuff you left alone would move by default, right?
(as it just so happens, this is what I've been saying all along.)

No, not necessarily. If I have a drop of water and I make it move (say, by tipping the surface it's on), the movement actually works against the cohesion, not with it: small bits of water are left in its wake. The movement (or, technically, the friction) breaks the cohesion of the water droplet. Perhaps that's why I'm getting confused. I think coalescence is what you're looking for: something that unites everything around a point. Change the point and you move the object, theoretically.
