THE ACA-SANTERRAN POLITICS |
Based on the fundamental Aca-Santerran social structure which is heavily influenced by the Aca-Santerran military organization, the political institutions of the High Kingdom were erected. They are rather complex and explaining them in detail would take pages over pages of study but the most important organs of power which influence the fate of the so-called High Kingdom of Aca-Santerra can be summarized as follows:
The High King and the Royal Court
The High King and his Royal Court are the highest institution of the kingdom. The King is the political and military supreme leader as well as the highest earthern court of Aca-Santerra. In his hands lie the responsibilty for foreign affairs as well as to set up the most general guidelines for the leaders of the provinces. To keep close control of the provinces the High King as well as the Royal Court are always travelling from province to province. Additionally a widespread system of messengers is used to keep track of the events elsewhere in the world. The King's main palace however and center of all organization is Altyr, the capital of Aca-Santerra since Jelim the Great.
The Treshanti
The leaders of the provinces are called Treshanti and are directly appointed by the king. They're often also called the "High-Marshals", as they're the leaders of their own garrison meant to provide protection and defense for their province. They directly rule the different provinces and are only supervised by the Kuritas, the senate of the local nobility. The Teshanti are also members of the Royal Court in order to guarantee loyality towards the king. They appoint the officials, the judges and the prefects of their country.
The Kuritas
The Kuritas is the institution of the nobility. The Kuritas can debate on any issue they think important and have a veto power over any decision made by the Treshanti ruling their province. They are also responsible for providing a certain amount of military capabilities (the Sealords for ships and sailors, the Griffonlords for troops) that is needed to keep up a constant military standard to fend off Korwein and other powers and keep what Aca-Santerra has already gained. The noblemen themselves are also the rulers of their districts but their authority is ranked below that of the "Treshanti" and their officials.
The Frathra
The Frathra consists of elite groups of armored knights and therefore need enough income to maintain their equipment. Frathra members are loyal to the King and an important factor in his neverending task to keep control over the local noblemen. Therefore the King forces every noblemen to house (give him lands and income) a certain amount of knights on his ground who also get privileges that make it hard for the nobility to control or even buy them. The Frathra members often form councils or even whole orders who debate on every decision made by the noblemen and even force them to obey to their veto if neccessary. Although the Frathra is highly loyal to the King, it also interprets itself as the representation of the commoners, who have indeed minor influence in the cities due to guilds and their economical strength, but have only very little (if any) influence in the politics of the rural regions of Aca-Santerra. This often makes the Frathra to highly respected personalities among the people, a goal the nobility as well as the Royal Court often only achieve due to their power and wealth.
