The Venlaken are, as far as i can discern, quite peacefull provided you don't venture into the Enclave.. and how does a mere sheet of polisched metal reflect magic by the way?

And also...I think you should note the only knowledgable source of information on the Anapagan/east side of Nybelmar is Smith in Exile...whom I haven't seen recently. Maybe you should choose the Zhunite men? Vardin, I like the idea of a magic reflecting shield...but perhaps make this an artefact...a fabled one...that would open up your possibilities a little more... Besides, even if it did, it'd only work if spells were projectiles, and depending on your definition, that's either pretty rare or non-existent.
