Okay, as some people have no plan what the heck I am doing with this very important banner for Santharia I made a first well-fitting 2D-draft with effects and so on to make it shine light and bright. 
It's rather big (250k) but it's very late and I don't feel the need to rework it to manageable size so here's only the link:

Hope it fits your taste. Some runes are still missing, but the colors are very pompous yet in a simple manner, I think. (just the right thing for the king of Santharia!

yep. it's bald. I mean bold could use some extra elements, but it's a COA, so it can be simple I think. nicely done anyway - like those hands.

Idea: How about some sort of big star in the very center of the banner similar to the Order of the Fallen CoA (that's a very good effect there) and the hands a bit more massive, bigger - so that they have still effect when the banner is displayed in smaller size? A star with 8 arms (N, S, E, W, NE, NW etc.) maybe?

I like it, but shouldn't there be distinguishing features so that we could tell that each of the arms is from a different race? Or something in each of the squares that serves as recognition? Also, I agree with Art, and we should use bigger arms. All in all, though, it looks great.
