I think first you need to decide, what are the worst crimes?

Premeditated murder is usually  number 1 on the list--but then do we have different degrees of murder here?  Is there a legal distinction in Sarvonia between pre-meditated murder and manslaughter?  And is theft treated the same, whether it's a loaf of bread or a Centaurian racing stud?   Perhaps we need to decide about degrees of crime here first.  I don't think they worried about that much in medieval times, but perhaps we should. 

So, coloseum, whay don't you start a new thread on the justice codes of Santharia, and ask for suggestions on crime rankings, degrees of crime, and punishment options?  That way we can all chip in our two sans' worth, and you can start sorting it out and organizing it.  A major task, but a truly necessary one!  I wish you luck and will offer any help that I can give you.

Well, as a thousand and one methods of torture of different degrees here, there seem to be enough to fit every severity of crime, so they just need to be fit to the suitable crimes.

Correct, Rakshiri.  Also note Romeo's despair at the possibility of exile from Verona - only a city, not the entire country, but nonetheless his whole life and community...

Exile is hard to imagine for us global travellers who may have lived in several cities or even countries, have flown across oceans, or been expatriates for a period of time.   But it was a very serious punishment for someone who had never been out of his village....

Quick fact- in midevel Europe, abductions and kindnappings of women (men too?) were called rape or raptus regardless of if the woman was violated.

If we are going to establish a system of law and order we need to have some idea how the courts operated

Given the federational nature of the kingdom (You have independant provinces which in turn are divided into fiefdoms and realms of different people and races) as well as most of those realms supposedly came together voluntarily a Santharian police force wouldn't really work as they'd not part of the local societies and as such trusted as much (=not at all).

Yes, I agree some nobles take it way too far. Like a Roman ruler(I forgot his name) massacared a whole section of people at a gladiatorial game because he thought they laughed at him.

Nsiki, Rape does not be mean to force an unwillingly individual into intercourse, it means to exert your power by humiliating or overpowering another person. A school bully could be considered a rapist.
