Well - Having spent all day condensing the whole of Quealhoirhim politics during the time of the First Sarvonian War, I feel particuarly well versed to attempt his now! It's still in EVERY way under construction..........

The High Elven Cicle

A meeting of the tribal leaders from each of the wood elven tribe, created, immeadiatly before SW1, an alliance of all Elven tribes to combat what the Quealhoirhim called 'the Human Threat.'

Traditionally The Circle meets once every fifty years (a cycle) in the Thaelon to discuss matters of interest, but seldom do all tribes actually attend. This generally only occurs in times of great mutual need. All tribes are invited, however, and messengers are sent out the year before the meeting and will bring back news of the attendance of each tribe. Tribes may decline to attend if they deem it nessesary. There is no penlty for not attending and attendance is purely voluentary. Tribes do not have to cooperate in actions they did not agree to. The down side is that the absent tribe have no voice in the decisions of the elven race. Dark elven tribes tend not to be invited, however, the notable exceptions are meetings during the First and Second Sarvonian wars.

The Role of the Ava'rann

While the Elves have no leaders among them, it became clear in the early history of the circle that it was nessesary for one member of the Circle to hold the meeting to order, and act as the Circle's chairman, and often responsible for the sucessful implementation of the Circle's final decision. This 'chairelf' known as the Ava'rann (or occasionally Ava'Ronn when the leader is male) is a leader of one tribe  and chosen by the other leaders of the Circle and all tribes must be in total agreement. If no agreement can be reached it is traditional to call upon the High Ava'rann (the first of the Styreians) to show the circle her wisdom on the matter in the 'Ceremony of the Ways'. The Leader of The Circle may hail from any tribe, but it is not recommended that the same tribe hold the Ava'rannship for more than 6 cycles at a time.

The leader of the circle only holds the post for two cycles, when the decision will be taken again, except during Warfare, when such trivial issues are seldom disccused!

The leader of the circle is not officially due any 'tribute' from the other tribes, however, as the leader of the elven circle is chosen by the tribes it is expected that unequivical co-operation is shown, on actions that tribe has agreed on. By nature elves are communtiy spirited. Any requests made by the Ava'rann or Ava'ronn will therefore by elven nature be for the good of the race, generally.

In Modern Santharia, the Ava'rann (or Ava'ronn) is the Elven adviser to King of Santharia. She is both his subject and his contemporary and his equal all at the same time. The Elves have a right to a certain amount of independant rule from the the rest of the Kingdom. It is a paculiar state of affairs that the Ava'rann is both the Kings Advisor and in other ways a Autonomous head of state in her own right, but the arrangement works very well for the Elves.

Formation of the High Elven Circle:

The High Elven Circle was formed - or so it is said, in 807 b.S, the year before the Annhilation of Elving. The Quealhoirhim knew that their assasination of the human King Gorm was going to cause a war and so their new 'Rann Carimua called a meeting in the Great Hall of Saloh. Originally she invited only the tribes in immeadiate proximity: The Tetherhim, The Jhellerhim and the Meavherhim.

However, the Meaverhim refused to come? OK Vir? They can get dragged in Later if you wish? and it became obvious that more help would be required. Carimua began pertitioning every Elftribe that she could contact, calling them all to a meeting in Saloh. Here the alliance and unity of elves was wrought. Not like the Human unity, under a king as one nation, but as autonomous units for one cause.

This original circle comprised of the Quealhoirhim, the Tetherhim, the Goltherhim, the Jhellhoirhim, the Sanhoirhim and the Arhrhim - six of the nine wood elven tribes in existance at that time.

It is worth noting that the Cyrathrhim never actually signed the alliance, their pacifict philosophy preventing it, and only very occassionally attended. There was, therefore never a Cyrathrim Ava'rann. It seems a terrible Irony that since Santhros' assension, the position of Ava'rann has become one that would have been more paletable to this now extinct tribe!

Carimua was the first Ava'rann, all but in name. She was never officially recognised. The first Ava'rann therefore was (ahhhhh - the Meavhrhim peep .....)

Security:

The meetings of the Circle are very vunerable of course to attack. Meetings are usually heavily guarded by warriors Elven Magi from various locations, have the meetings under the strongest possible shielding. It has been known for them to cast a Temporal Shift spell to bring the Council environs to one of the Higher Planes of the Void. The are in which the meeting was being held was translocated temporarily to some of the higher levels of Ava's Dream, leaving a swirl of white mist in its place.
